Where is the blower resistor pack fitted?

It's part of the heating and ventilation system, usually mounted on or beside the blower housing behind the dashboard or in the footwell area. That position puts it in the air the fan moves, which is what keeps it cool in normal use.

Why do blower resistor packs fail?

They carry the full blower current and run hot, so the resistive element or its solder joints typically break down over time. The usual symptom is losing the lower fan speeds, or the fan only working flat out. Replace the pack rather than trying to repair it.
