What is the oil tube gasket for?

The oil tube gasket forms the seal on the turbocharger oil drain pipe at the point it meets the engine. Oil that has lubricated the turbo bearings returns to the sump by gravity through this pipe, and the gasket keeps that joint oil-tight on V6 diesel and TDCi Puma engines.

Is this the feed-side or drain-side turbo seal?

This gasket seals the drain (return) side of the turbocharger oil circuit, not the high-pressure feed. It's the joint where spent oil flows back to the sump. Oil weeping from the lower turbo area is a common sign this drain-pipe seal has failed and needs renewing.
