The headlamp washer jet sprays washer fluid across the headlamp lens to clear road dirt and salt. On the Range Rover L322 (2002-2012) it rises on a telescopic housing under pump pressure, then retracts when the wash cycle stops. This is the left-hand jet.

Is this the left or right jet, and do I need both sides?

This is the left-hand headlamp washer jet. The Range Rover L322 uses a separate jet on each side, so if both are damaged you'll need the right-hand jet as well. One unit covers the left headlamp only.
