Retaining Washer for the rear shock absorber top mount.

The rear damper is located at its upper eye by rubber bushes clamped between washers on the mounting pin. This retaining washer bears against the outer bush and holds it in compression, so the damper stays located and the rubber is not extruded past the fixing. A corroded or dished washer lets the bush work loose and knock, so it is renewed with the top bush.
