Why does this kit include new head bolts?
New head bolts are included because 300TDi cylinder head bolts are typically a stretch design and are not intended for reuse. Reused bolts usually give inconsistent clamping across the head, a common cause of repeat head gasket failure. Torque to the workshop manual specification.
