The shackle plate forms one half of the rear spring shackle assembly on the Series 2 and 3 long-wheelbase 109 inch. It works with the shackle pins and bushes to connect the rear road spring eye to its chassis bracket, letting the leaf spring pivot and change effective length under load.

How many shackle plates are needed for a rear spring rebuild?
