This plain washer is the upper mounting washer for the shock absorber. It seats over the top shock absorber mounting stud, beneath the retaining nut, and spreads the clamping load across the mounting rubber and bush so the nut doesn't pull through the mount.

Where does this washer fit on the shock absorber?

The washer fits at the top shock absorber mount, over the mounting stud and under the retaining nut. It sits above the rubber mounting bush, spreading the load as the nut is tightened down onto the suspension turret or bracket.

How many of these washers are needed per shock absorber?

You typically need one upper washer per shock absorber top mount. On a pair of shocks that usually means two. Check the condition of the mounting rubbers at the same time, as a perished bush is often why the washer was disturbed.
