The seal locates where the steering box input shaft enters the housing, excluding road dirt, grit and water from the shaft and the camshaft oil seal behind it while helping to retain the box's lubricant. A perished or displaced dust seal lets contaminants reach the steering box internals, accelerating wear of the input shaft and its bearing.
