What is the UAM2957L sump plug used for?

The UAM2957L sump plug seals the engine oil sump drain port. It's removed at each oil change to drain the engine oil, then refitted to seal the sump on Land Rover 300Tdi and V8 engines.

Does the sump plug come with a sealing washer?

No, the sealing washer isn't included with the sump plug. It uses aluminium sealing washer ALU1403L, sold separately. The washer is typically renewed at each oil change, since the old crush washer won't seal reliably a second time.
