Does JAE000030 fit all Defenders?

No. It's for Defenders without air conditioning only, from VIN 2A622424 (1986-2006 production). Air-conditioned Defenders use a different bulkhead arrangement at the ventilation aperture. The alternative code is ALR2220.

When does the Defender bulkhead ventilation seal need replacing?

Replace it when you notice cold air bleeding into the cabin around the dashboard vent area, when heater output is inconsistent at low settings, or when you're replacing the ventilator assembly. A failed seal allows cold air to bypass the heater and reduces cabin temperature control.
