What does the sump plug do?

The sump plug seals the drain aperture at the base of the engine sump, holding the engine oil in and providing the drain point for an oil change. Removing it lets the used oil run out before the engine is refilled.

Should the sealing washer be replaced with the sump plug?

The sump plug itself is reusable, but its sealing washer is typically renewed at each oil change. The washer crushes slightly to seal, so reusing an old one is a common cause of a slow oil weep from the sump pan. Make sure the plug seats cleanly.
