What is a split pin used for?

A split pin passes through a drilled hole in a bolt or shaft and its legs are bent back to stop a castellated nut turning off. It's a mechanical lock rather than a friction one, which is why it's used on joints where a nut backing off would be serious.

Can a split pin be reused?

No. Split pins are always fitted new. Bending the legs work hardens the metal, so a pin that has been straightened and refitted can snap and drop out. They cost very little compared with the joints they're protecting.
