Elke wielnaaf draait op een paar tegenover elkaar geplaatste conische rollagers; dit is het buitenste lager van dat paar, dat tegen de buitenste naafzijde aansluit en de wieldruk deelt met het binnenste lager. The RTC3426G is the outer taper roller bearing that supports the wheel hub on the stub axle. It seats against the outer face of the hub and shares the wheel load with the inner bearing, the two opposed tapers carrying radial and thrust loads as the hub turns.

How many outer bearings are needed, and what else should I replace with it?

One outer bearing is fitted per hub. It's normally renewed during a hub overhaul together with the inner bearing, the hub oil seal and the lock tab washer, so end-float can be reset correctly. Renewing bearings in pairs avoids running a new race against a worn one.
