The washer is clamped under the locknut (companion nut 90608545) as the nut is torqued onto the pinion shaft. On the Salisbury axle the pinion bearing preload is set by a collapsible crush tube squeezed by this nut, so the washer forms part of the clamped stack that retains the flange and holds the preload setting.
